Hell conflicting reports, rumors, superstitions whether religious or otherwise, or outright government covert black ops, psyops, and secrecy would create mass misinformation for the army to sift through. The disease had no symptoms until someone was dead and then reanimated, so not every single corpse just randomly rose on mass all at once. There were no standard Romero zombie rules as a basis.
